The DigLib project brings together a consortium of partners who share a bold vision: empowering public libraries to become vibrant digital hubs, empowering librarians as community moderators.

Spanning four European countries, our five partner organisations combine expertise in digital innovation, community development, cultural transformation, and policy advocacy.

Together, we’re laying the groundwork for a new generation of library services - equipping librarians with the tools and support they need to meet today’s challenges.

Project Partner and Coordinator, Leader of the Work Package 5 (Living Labs)

FRSI (Information Society Development Foundation) is a non-governmental organisation based in Warsaw, founded in 2008. Our mission is to leverage new technologies to engage in the development of local communities across Poland. We implement programmes to promote digital education and civil society by working with libraries, NGOs and schools. We support public libraries in their role as local centres of social activity and non-formal education through numerous projects to develop library services and working methods so that libraries can better meet the residents' needs.

We work with NGOs to help them operate effectively, develop digital skills, implement new technologies in socially useful activities and strengthen the development of civil society. We also support teachers so that they know how to educate pupils to use new technologies critically, consciously and effectively.

Fundația EOS pentru Educație Digitală (EOS) is a non-profit organisation created to take over the portfolio and activities of Educating for an Open Society Foundation. EOS Foundation’s mission is to use new technologies to help people and communities achieve their potential. At present, EOS Romania develops key projects leading to the promotion of the Information and Knowledge Society across the wider community in Romania.

EOS work extends beyond mainframe education projects, serving and supporting communities in Romania to bridge the digital divide and overcome their social, geographic, economic or cultural disadvantage by exploiting the potential of new technologies.

CSBNO (Culture Socialità Biblioteche Network Operativo) is a cultural organization in Italy, supporting 97 libraries across 80 municipalities in the Metropolitan City of Milan, the province of Lodi, and soon in Varese, serving nearly one million people. With an annual budget of €7 million and over 100 professionals, CSBNO helps its member municipalities transform libraries into dynamic, multifunctional spaces for learning, creativity, and community engagement. It works with them to redesign library spaces and services to meet contemporary needs, integrating digital resources and fostering lifelong learning.

CSBNO views culture as an essential agent of citizenship and a driver of social change. It supports libraries in embracing digital tools and new technologies. Through innovative projects, CSBNO raises funds and enhances library services such as extended hours, new collections, and educational programming. By focusing on innovation and community involvement, CSBNO ensures libraries remain inclusive, adaptable, and vital spaces for social and cultural development.

Project Partner, Leader of the Work Package 2 (Research) and 6 (Communication and engagement)

Public Libraries 2030 (PL2030) is a Brussels-based advocacy organisation and hub for innovative EU projects in the European public library sector. PL2030 has curated a network of over 40 innovative ‘Lighthouse Libraries’ across over 20 European countries who are engaged in redefining the role of libraries within the themes of digital futures, sustainability, well-being, community, and democratic participation.

Alongside its EU-funded projects, PL2030 collaborates with major European library organisations to advocate for policies and funding that empower libraries to contribute to EU objectives while also enhancing capacity building and access to resources for public libraries across Europe.
